Memorandum on Coordiantion Council on cross-border and interregional cooperationThe Coordination Council on cross-border cooperation by the Plenipotentiary Envoy of the President of the Russian Federation to the North-West Federal District was created in 2007.
It was reorganized into the Coordination Council on cross-border and interregional cooperation by the Plenipotentiary Envoy of the President of the Russian Federation to the North-West Federal District (Hereinafter the Coordination Council) by Order № 54 from 10.06.09
The main aim of the Coordination Council is coordination of activities of federal executive authorities and their territorial bodies, regional authorities in the North-West Federal District in the realization of state policy on cross-border and interregional cooperation
One of the main achievements of the Coordination council is development of the concepts of Russian Federation participation in the realization of the programmes of European Neighbourhood and Partnership Instrument. The crucial one is common financing and therefore common management of the programmes of cross-border cooperation of European Neighbourhood and Partnership Instrument 2007-2013 (Common budget - € 270 million). Developed priorities and structure of management reflect strategic directions of social and economical development of the District.
Nowadays general concepts of regional participation in the programmes of cross-border cooperation of European Neighbourhood and Partnership Instrument after 2014 are developed in the framework of the Coordination Council and its working groups.
